ISLAMABAD – Delay, for one reason or the other, in proper execution of development work of approximately Rs 4 billion newly launched housing project – Park Enclave – by the Capital Development Authority (CDA) has continuously been adding to the fast sinking credibility of the Authority in terms of provision of housing facilities to residents.

Park Enclave – an environment friendly and state-of-the-art housing project along Park Road consisting of 700 housing units – was announced by the Authority on May 3, 2011, while it was formally inaugurated by the Prime Minister Yousuf Raza Gilani on July 5, 2011. The Authority bosses have claimed at the time of announcing this project that it would be completed within a stipulated time of one-year. Since nine-month have been lapsed but the Authority has not even succeeded to award the contract of design and development of the project, so far.

Over the period of time CDA has only made advancement in this regard by pre-qualifying four construction firms on November 4, 2011 out of 15 firms, who had submitted document of interest with the Authority. The pre-qualified firms have submitted their technical bids with the Authority on January 5, 2012. The documents of technical bids were handed over to Nespak, which was hired by CDA as consultant firm for the project, for evaluation of bids documents.

It was decided that financial bids of the four construction firms would be opened on February 7, but it was the time when several complexities started hindering the smooth execution of the project. The consultant firm, Nespak, was hired by the Authority without inviting tenders in this regard. The Cabinet Division objected the city bosses move and wrote it formally that Authority has violated defined rules in hiring the consultant firm.

Responding that the civic agency in recent past sought one-time waiver in adopting defined rules to hire the consultant firm for Park Enclave.

But the Cabinet Division turned down the aforementioned request of the Authority where the city managers have sought legal cover for unlawful process they adopted to hire Nespak.

Following that controversy, Nespak officials refused to further proceed the process of evaluation of technical bids, demanding the city bosses to resolve the issues in this regard at first.

“Nespak representatives are of the view that CDA should resolve this issue at first and than they will resume the process of evaluation of technical bids,” said an official privy to the developments. Nespak has also demanded of the city managers that they should formally sign an agreement in this regard and release funds for work they have done so far. Reliable sources informed The Nation that MD Nespak on Friday held a meeting with Chairman CDA to discuss the terms of engagement for future. “CDA would release a portion of outstanding payment to Nespak within two days,” Chairman CDA Engineer Farkhand Iqbal said while talking to The Nation. “Hiring of Nespak as consultant firm is completely in accordance with the defined rules as Public Procurement Regulatory Authority (PPRA) rules have provisions in this regard,” claimed Engineer Farkhand.

He said CDA Board has approved the hiring process and that the Authority does not need validation of hiring from the Cabinet Division. “People who were running the affairs of the Authority before me have written to the Cabinet Division in this regard. I think it was illogical.”

He said evaluation of technical bids was a complex process, which would take due course of time and soon after that financial bids would be opened.

Park enclave only approved housing scheme in Zone IV

Islamabad—Capital Development Authority (CDA) has declared Park enclave as the only approved housing scheme in Zone IV, warning the citizens to invest in any other housing society at their own risk. The misconceptions are prevailing among citizens as after only a few days of the launch of Park enclave, Bahria enclave, located opposite to it, was announced with a huge difference in cost of plots.

CDA Spokesman, Ramzan Sajid told APP on Wednesday that the civic body is raising awareness among the citizens about the only approved housing scheme under Zoning Regulations 2010, through print media from the last many days.

He said that there is no housing scheme within four kilometer radius of Park enclave and it is a dream housing scheme ‘Jewel of Islamabad’ launched after 20 years offering plots on lower rates and easy terms.

CDA Spokesman said although the Authority has recently allowed housing in Zone IV, which spread over 70,000 acres to provide planned housing and commercial facilities in the zone, but a not a single NOC has been issued for any housing project.—APP
